Proud of the association between UK and US.
NHS has made great progress in giving people access to their data.
7M people have used SMS commenting on hospital experience.
Personalized medicine is going to come faster than anyone thinks.
How do we embrace genomics without creating social injustice.
Todd Park:
Current mission is Talent Acquisition on behalf of America.

US Digital service – Amazing Silicon Valley experts are now working for the government.
Joe Selby:
PCORnet is an attempt to link data across hospitals and health plans – WITH Patients.
11 research networks funded. Each covers 1M or more people. 50M in total
Invested $120M in PCORnet.
18 Patient powered Research networks are also part of PCORnet.
Challenges:
1. Privacy
2. Interoperability and Standards adoption
3. Linkage
PCORnet needs to support patients getting their data via the patient.

Proprietary Standards were getting in the way. Common standards including implementation standards. Also implementing Privacy standards.

information is valuable. Everyone has an interest in data blocking and removing data blocking.
Tim Kelsey: Legislated to abolish proprietary standards. Data Sharing is critical to care delivery.
The NHS number is the only proprietary number to be used in health delivery.
Data sharing – need to demonstrate benefits. You can’t guarantee privacy and anonymous use of data. So benefits are key. Sharing facts about social determinants helps to get across the benefits of sharing.
What is going to drive better health and better spending?
Patrick Conway:
– Liberating data and transparency is critical building block but insufficient in itself.
– Change happens at state and community level –
– Alternative payment models
Want patients to have control of their own health record.
Empower clinician and patient.
Are federal data systems up to snuff? What needs to be fixed first?
Todd Park: In the overall space the top priority is the VA. Working on Interoperability between DoD and VA.
50% of Veteran care is delivered outside DoD and VA.
interoperability has to embrace the private sector.
Don’t learn what the government has been done historically. Do what you would do in the private sector.
Teaming external and internal talent with high value air cover.
Embed in the problem and get close to the customer.
Think and act agile.
Precision Medicine initiative – How do we work together to pool genomic data?
UK is sequencing 100,000 genomes.
Tim Kelsey: We are about to migrate from a world where we use human doctors to machine doctors. How do we get the certainty that these machine doctors are operating safely.
Vision for 2020
Joe Selby: Health Care Information Linked and patients will have complete access. A national level decision making apparatus that guides the use of research data.
Patrick Conway: Better care will have outcomes measures that will have improved. Smarter Spending will be more efficient and offer higher value. Healthier People will show improvements.
Tim Kelsey: To have Abolished the fax machine from the NHS. Interoperability that works
Karen DeSalvo: More free data flow. People having their own health timeline.
Todd Park: Two wishes – 95% of payment of healthcare will be pay for value – keep people healthy. 2. 100% of people can get their health data from wherever it is.
